Der Rat hat restriktive Maßnahmen gegen vier russische Personen und fünf Organisationen verhängt, die für die Unterdrückung der Meinungsfreiheit und der Vereinigungsfreiheit sowie die Unterbindung des Zugangs zu Informationen in Russland verantwortlich sind.
